The cities and the unincorporated community
Roseville, Rocklin and Lincoln are incorporated cities, each with its own planning and building departments. Granite Bay is an unincorporated community, so Placer County handles its zoning, permits and law enforcement through the county’s Community Development Resource Agency and the Placer County Sheriff. Mailing addresses can blur these lines: some homes with a Roseville or Granite Bay mailing address sit outside the place the name suggests, so confirm the jurisdiction on the parcel record.
Roseville
Roseville is the largest city in the county and borders Sacramento County. It runs its own electric utility, Roseville Electric, as well as city water and sewer, which makes it unusual in the region. Older neighborhoods around downtown and the historic Old Town area beside the rail yard sit alongside large planned areas to the west and north built over the past few decades.
Rocklin
Rocklin sits between Roseville and Loomis along Interstate 80 and Highway 65. Its name comes from its granite quarries, and the land starts to roll here, so lots on slopes, rock outcroppings and drainage are more common than on the valley floor.
Lincoln
Lincoln lies farther north along Highway 65, with a historic downtown and large newer subdivisions around it. The city includes age-restricted communities as well as conventional neighborhoods, and the countryside beyond the city limits is largely agricultural.
Granite Bay
Granite Bay sits along the western shore of Folsom Lake. Many properties are on larger lots, and county zoning on some parcels allows horse-keeping or other rural uses, and many homes are in established subdivisions with their own associations or covenants.
Buying in Placer County
For buyers coming from Sacramento County, the biggest adjustments are usually utilities, terrain and wildfire planning. Ask about these early, alongside the commute along Interstate 80 or Highway 65 and any Capitol Corridor train trips from Roseville or Rocklin.
- Utilities. Roseville homes use Roseville Electric, while most other Placer County addresses use PG&E for electricity. Water may come from a city, from the Placer County Water Agency, or from another district such as San Juan Water District around Granite Bay. Compare a year of bills if the seller can share them.
- Fire hazard zones. CAL FIRE maps Fire Hazard Severity Zones across the foothills. A zone designation can bring defensible-space expectations, construction standards for remodels and a required disclosure. Start insurance quotes early in your contingency period.
- Special taxes and HOAs. Many newer neighborhoods in Roseville, Rocklin and Lincoln are in community facilities districts or landscaping and lighting districts, and many have HOAs. The parcel’s tax bill and HOA documents give the real numbers.
- Age-restricted communities. If you are considering a 55-and-older community, read the governing documents for occupancy rules, guest policies and the amenity fees that come with them.
Dan’s home-buying guidance covers offers, inspections and contingency timing. If you are also selling a Sacramento County home, read the Sacramento County guide so you can compare both sides of the move.
Selling in Placer County
Placer County buyers often weigh a Roseville home against one in Rocklin or Lincoln, or against Folsom and El Dorado Hills across the county line. Clear answers about costs and condition help your home hold up in that comparison.
- Collect the current tax bill and any CFD or assessment details so the full carrying cost can be shown honestly.
- Gather HOA documents, architectural approvals and the association contact if one applies.
- For foothill and larger-lot properties, document defensible-space work, tree care, drainage improvements and any well, septic or irrigation systems.
- Have permits and finals on hand for solar, pools, additions and accessory buildings; buyers and their lenders often ask.
Pricing should lean on sales from the same city and, where possible, the same subdivision and floor plan, because utilities and special taxes vary across city lines. A comparative market analysis brings this together, and the selling overview explains preparation, marketing and negotiation.
Address-specific checks
- Look up the parcel with the Placer County Assessor and confirm whether it is inside Roseville, Rocklin or Lincoln, or in unincorporated county land such as Granite Bay.
- Check the CAL FIRE Fire Hazard Severity Zone map and the FEMA flood map for the address.
- Read the tax bill for special taxes and assessments.
- Confirm zoning and permits with the city, or with Placer County for unincorporated parcels, especially for horse-keeping, accessory dwellings or outbuildings.
- Identify the electric, water and sewer providers before you estimate monthly costs.

Common questions
- Is Granite Bay a city?
- No. Granite Bay is an unincorporated community in Placer County. The county handles land use and permits, and the Placer County Sheriff’s Office provides law enforcement. Roseville, Rocklin and Lincoln are incorporated cities.
- Why are Roseville electric bills different from those in nearby towns?
- The City of Roseville runs its own electric utility, Roseville Electric, with its own rates and programs. Most other parts of Placer County are served by PG&E. Ask a seller for recent bills if you want to compare.
- Does a fire hazard zone stop me from buying a home?
- No, but it can affect insurance availability and cost, defensible-space expectations and building standards for future work, and it must be disclosed. Check the address on CAL FIRE’s map and start insurance quotes early.
